Shape Mumford Growth Society 2025 Annual Report
Shape Mumford Growth Society (SMG) is a grassroots community group registered with the Joint Registry of Stocks (April 2023). Our Primary goal is to advocate for a complete community design - a place where people can and want to live, work and play on the West End (WE) mall Future Growth Node (FGN). We are advocating for Halifax Regional Municipality (HRM) to follow their own vision and objectives for FGNs as identified in the HRM Centre Plan.
An eight-member board and a few additional dedicated volunteers have been navigating the twists and turns in housing and development by Federal, Provincial and Municipal governments, and the WE mall FGN primary property owner.
One directly impactful twist saw Primaris REIT (“Canada’s only REIT focused on enclosed shopping centres”) purchase most of the property on the WE mall FGN (Nov 2023) and subsequently scrap the original development plan in the summer of 2024. In light of the inevitable delays caused by the development plan re-do by the new owner, SMG focused on monitoring HRM and Primaris plans, relationship building, and continued advocacy for a livable community on the WE mall FGN.
In the past year the SMG board met with Stephen Roy, VP of Development and Construction at Primais on four occasions, and met four times with HRM Planners. Leading up to the municipal election on October 19, 2024, we developed and implemented a strategy to advocate for a complete community design on the WE mall FGN. We posed three questions and met with eight candidates in the Halifax and West Community Council made up of districts 8, 9, 10, 11 12 and 13. We met with one mayoral candidate twice and attended presentations of the remaining two top candidates. We also interviewed community leaders and planning experts throughout the year. And we held 12 Board meetings.

Shape Mumford Growth joined Our HRM Alliance in January 2025, an alliance that will strengthen our advocacy efforts. Our HRM Alliance is a coalition of organizations from environment, business, health and community sectors that advocate for a sustainable city.
Shape Mumford Growth enters 2025-26 better equipped to achieve our mission, having further developed relationships and honed our advocacy skills. We are actively looking for members and volunteers to join us (contact information above) as we continue our efforts to advocate for a livable community on the WE mall FGN and hence shape development of Halifax.
